The House of call register is a record of the union's efforts to control 'jobbing' bakery work. i.e. bakers employed on a casual basis for a few hours or days, and to provide for those members who were genuinely and unavoidably unemployed. The following extracts from the union rules give some indication of the elaborate lengths to which the union went to control 'jobbing' and eliminate abuse of the system established by the union for finding, and equitably distributing such work.

Here follows just three of twenty-nine rules from the jobbing section of the rule book.
19.1. The jobbing list is to be kept by the Secretary at the Central Office. All unemployed members shall attend between the hours of 9 and 12 a.m. Any member failing to answer and not signing before 12 noon shall be considered working and shall be deducted one day's pay from whatever benefits he or she may have to receive. They shall be ordered out to jobs in rotation if qualified. Jobbers already ordered out for that night shall be exempt. Any member having a valid objection to any particular shop shall, on establishing the bona fides of his or her reason previous to him or her being ordered to it, shall be exempt on giving notice to the first Branch or Committee Meeting.
19.3. Paragraph 2. Any member neglecting, refusing, or absenting himself or herself from a job, when ordered, shall be booked as working in addition to any fines ,which may be imposed. Habitual offenders to be suspended from all benefits subject to the Committee's decision. A member in regular employment stopping off work and neglecting to send a jobber in to his or her shop shall be fined 10s.
19.10. Members of this District not allowed to work in non-Society shops or with non-Society men under a fine of 5 shillings per day.
